Law Bans Cash for Second Hand Transactions in Louisiana - Bill 195 - bye bye America A new law passed in Louisiana has made it illegal for consumers to pay for second-hand goods with cash, in a ruling that has a substantial effect on the many flea markets in the state. House Bill 195 states that "Anyone, other than a non-profit entity, who buys, sells, trades in or otherwise acquires or disposes of junk or used or secondhand property more frequently than once per month from any other person, other than a non-profit entity, shall be deemed as being in the business of a secondhand dealer. A secondhand dealer shall not enter into any cash transactions in payment for the purchase of junk or used or secondhand property. Payment shall be made in the form of check, electronic transfers, or money order issued to the seller of the junk or used or secondhand property." What This Means for Vendors The bill will make operations for trading posts and flea markets far more strenuous in an attempt to stop fraud, as customers will be forced to use checks or money orders for transactions. The definition of the bill is broad enough that it also could be used to stop sales through Ebay or Craigslist. So I am fortunate enough that the manager of Performance Archery, located off of Miramar in San Diego, is allowing me to trade in my Mathews Craze Compound Bow for a Mathews Passion Compound bow for full credit of my Craze bow, and paying the rest in cash. I bought the Craze in March 8, 2011, and he saw it was in perfect condition and I barely had the bow. Discussed that I was sold the wrong bow for what should meet my needs. The manager was extremely helpful and critical in making sure I get the right bow to achieve the results I want. Mathews Craze bow is a great beginner bow because it is easily adjustable and has a wide range of adjustability in draw length and pull weight. For example the pull weight range is 15lbs to 70lbs. The bow allows the beginner archer to save money instead of buying additional limbs until the archer finds their comfort zone on pull weight. This bow though did not meet my needs as a competitor and hunter. The Mathews Passion bow was marketed toward the female archer market, but I did compare it to the Mathews Hyperlite that almost had the same specs with a lower price tag. Since my draw length is so short, 24.5", and the Passion bow's brace height is 6" inches compared to the Hyperlite which is at 7"; the combined draw length and brace height of the Passion allows the arrow to be released from the bow faster which helps remove any human error such as a sudden twitch. But the current debate over the debt ceiling is full of malarkey for at least three reasons. 1. August 2 is a phony deadline.
